Nightly History Export changes

I had to make a change to how the items_history tables are exported. It was taking too long and was locking the table, which was causing the server to slow down near downtime. Originally in the Developers section you could download mysql_items_history.txt.gz and mysql_items_history_30.txt.gz. These have now been split up into each region. So to get the entire universe you’ll have to fetch them separately, then import them all (they still go to the same table).

I also found a bug where the 30-day ones were actually returning ALL the dates, so that’s been fixed, and should cut down on download sizes substantially.
